BENEFITS OF AN 8(a) ANC DIRECT AWARD

GSS is a proven small business, fully qualified to transition performance of large contract requirements in a cost-effective and professional manner. As an 8(a) ANC, GSS stands ready and able to support a set-aside competition or a directed sole source award of up to $100M.
The recently passed 2020 National Defense Authorization Act (NDAA) adjusted the limit for sole-source awards from the previous $22M to $100M for Department of Defense (DoD) contracts. This ensures that DoD contracting officers can quickly and efficiently procure products and services when the need arises.
Should it prove beneficial, GSS would be happy to discuss the process for a streamlined, directed sole source award. The standard six-step process for executing a sole source award to an ANC is described to the right.
8(a) ANC DIRECT AWARD BENEFITS
- Sole source ANC awards cannot be protested, bypassing the costly approval process; 13 CFR 124.517(a)
- Ability to negotiate with contractor prior to award, to include cost and defining the scope of the work
- $100M limit for Department of Defense contracts, and approval authority above that amount rests with the head of the procuring activity; 2020 NDAA Section 823

- An award can be made in 1-2 weeks
- No need to develop exhaustive and rigorous specifications for reevaluation of bidders
- No per-award documentation
- No requirement for extensive post-award documentation
- An assurance that government requirements are met at the earliest time possible
Decision is reached to issue an 8(a) Direct Award

Intent to Award Letter “Offer Letter” with contract scope is sent to the GSS SBA representative
STEP 3 →
SBA reviews project, makes determination that GSS is capable of execution
STEP 4 →
SBA sends letter of acceptance to Contracting Office
STEP 5 →
Contracting Office informs GSS and command/agency that they may now enter into contract negotiations
STEP 6 →
Once contract terms and pricing are accepted, contract is awarded
